If they directly plan to take someones role, yeah that is trolling. But since support is generally the role no one wants to play, you can literally take just about any champion support. As long as you do not take the ADC's CS and do not feed you will be just fine.

I actually agree with you though, although I feel it would be hard to lead to detect accurately.
The only way to realistically do this is add in a report function for "Choosing a role already picked" type of thing (Because any other solution I see would affect teams that genuinely want to play a dual mid or dual top.
And I feel based on that it would lead to things like, someone is very toxic or really bad - players get angry and pick the "choosing a role already picked" report option just to try and get him the worst punishment.

Meta sheep lel. Nothing wrong with duo top duo mid duo jg etc. You just have to take advantage of those kinds of lanes force objectives with your increased presence in that lane.

I have done duo mid or duo jungle or trio bot and made it work before. I have no problem if my 5th pick does that too
