Dodging wait time question

I dodged a single ARAM and logged in 10 minutes later to a 5 min wait time. I can't recall having dodged a game in weeks.

Anybody know if there's been a change in policy => lower tolerance for dodging, or whether the timer is based on how long you've been logged in, rather than time since dodge?
