Why is Fizz not played much anymore?

ya he got a slight change to his w but he is still very strong. and since tp/smite top laners are popular right now shouldn't his popularity be higher? skirmishers fizz is ridiculous and he does very well against tanks too. you really only one damage item and he can solo nearly anyone.
