How do you carry an adc that does not AA?

So its been happening recently, it seems like everygame I have a Jhin he/she decides to not DPS (Other than ulting) throughout the whole fight, they hold on to their fourth shot and when they get scared they use it + Q and then go back to not doing anything in fights. If I'm playing a tank because we needed one and I was in the position to play one, how do I win? If my adc refuses to dps, Someone please tell me i'm dying to know.

Dont say "its easy dont play a tank" because I'd love to but autofill is out to get me lately.
