Genuine Curiosity About New Report System

This isn't by any means a "salt" or complain thread, I am just curious:

How long does it take (if anyone happens to know, or if a Red happens to be kind enough to respond) from the time someone is reported to the point of action being taken, to them being punished?

2 times in a 6 day span I have ran into the same jungler playing Lee Sin who intentionally feeds pretty blatantly. I won't post his name, but I will say, this is obviously an issue if he has been reported pretty heavily in at least two games (our enemy team was giving him crap for doing it in the last game more than our team was), so I know he is being reported.

How long does it take to remove someone like this, because the first time, annoying, I move on to the next game. Seeing this guy a second time in less than a week, doing the exact same thing, is borderline silly.

The time it takes for someone to get punished depends on a lot of factors like how severe their behavior is and how often they do it. The newest addition that came out a couple weeks ago can trigger reviews instant(within 15 minutes if enough people report them). But its worth noting that most of the punishment systems focus on chat infractions so other things can slip through the cracks as they are harder to quantify and identify.

I don't know but I have also had the same problem with getting paired with people I muted and reported. Its even worse when you get someone who knows they trolled you and remembers you because they will do it again sometimes. I was playing with a guy who bought no items fed first blood in the jungle, came back fed another kill to mid and then quit. I looked at his history he had left a game about 4 games prior and was on a 6 game losing streak. The whole team reported him I'm sure, not to mention there's leaverbuster. Think he got banned? Not at all.
