Noxus versus Demacia championship

The ultimate battle of destiny between Noxus and Demacia commences!

This contest acknowledges various champions as representatives in one side of the conflict based on numerous qualifications. Some champions have been rendered eligible or ineligible due to various circumstances. The decisions are distinct but not final; To make an appeal for a champion's inclusion or exclusion, please render complaints through the proper channels (in other words, post your arguments below).

In one corner, we have Demacia and its champions: Fiora Galio Garen Jarvan IV Lucian Lux Poppy Shyvana Sona Vayne XinZhao

Sivir – eligibility granted due to Noxian insistence. Demacia accepted. No challenge has been issued. Update: An investigation into the eligibility grant for Sivir revealed some misbehavior. The Noxian agents who nominated her eligibility did so for personal reasons to be discussed at later date. Falsified information was presented to grant eligibility status. The petitioners responsible for presenting said evidence have been sentenced to eternal torture and torment, magical imprisonment, and a fine not to exceed thirty thousand gold bars, as well as forty days community service, in that order, as is the customary punishments for said crimes. They are eligible for parole exactly 17 years from date of payment, as is customary. More importantly, Sivir's eligibility has been revoked. Quinn has been declared ineligible due to her deployment to Freljord Territory, on assignment. She is eligible for Freljord participation, and is ineligible to represent both Freljord and Demacia. When asked if it would represent Demacia as an ally, Freljord's representatives laughed and killed the messenger. This was interpreted as a “no.”

Due to Noxian efforts to bolster ranks, the territory of Piltover may represent as a Damacian ally (because Zaun is eligible to represent Noxian interests). These champions may be fielded, but cannot outnumber Natives or Residents of Demacia (those listed above) on their respective team.

Caitlyn Corki Ezreal Heimerdinger Jayce Orianna Vi Ziggs

Kayle has been declared ineligible due to non-citizenship status and injunctions have been enacted against her, preventing her from further challenges to her eligibility status. The tournament rules do not care about any outside rivalries and those are not grounds for eligibility.

And in our other corner, we have the challenger, Noxus:

Elise has been granted permission to represent Noxus after declaring her birthplace anonymously. Two of the High Council have verified this status. Update: Two members of the High Council have spoken with regards to the previous claims. Apparently neither admit to being responsible for her eligibility. Elise's eligibility is under investigation. The third Councilmember was not reached for comment. Elise's eligibility status remains valid.

Annie has been declared ineligible after a successful petition from Demacian interests illustrated her non-citizenship can be established before birth. Noxian attempts to refute their claims have thus far been unsuccessful.

Due to Noxian efforts to bolster ranks, the territory of Zaun may represent as a Noxian ally (and as such, Piltover is permitted to represent Demacia as an ally). These champions may be fielded, but cannot outnumber Natives or Residents of Noxus (those listed above) on their respective team.

Dr. Mundo Singed Twitch Viktor Warwick Zac

Blitzcrank has been granted eligibility status as a Native of Zaun, after Noxian agents successfully petitioned to overturn the previous ruling. Demacian agents still have three days to present evidence for their claims, should they wish to challenge its eligibility again. Update: Demacian agents have submitted their claim refuting Blitzcrank's eligibility based on its status as a non-sentient robot with no ability to declare its Native status as a contender. Noxian representatives condemned this view as Robophobic, and vowed to defend Blitzcrank's rights via public debate. Viktor has offered to represent Blitzcrank as personal attorney, stating that he hopes to settle the matter permanently. The debate has been scheduled tomorrow. Blitzcrank's eligibility status remains valid.

Fiddlesticks is declared ineligible. No explanation is given. No petitions have been filed to challenge this ruling.

Janna is declared ineligible despite Native status, after petitioning to have herself removed as eligible. Noxian representatives granted this request and interposed an injunction preventing her from representing Demacian interests. Demacia has not challenged this ruling.

Jinx has been declared ineligible due to “undeclared Native status and horrendous personality” - this claim is under investigation as suspected vandalism. Noxian representatives have submitted petitions to restore eligibility. Update: Jinx's eligibility has been restored after a cursory investigation. She may now represent as a citizen of Zaun.

Summoners may only represent one side of the conflict. Summoners caught representing outside nations or states such as Freljord may be disqualified. (This is at the discretion of the High Council, and they have final say, and they need not be fair or equal in their judgement)
