Kind of an overstatement.
Cannon minions can still move and block skillshots.
...That's kind of the point.
Especially with a 
on your team.
They already are glorified cannon minions even without 3 mountain dragons. Mountain Drake just feels useless to me because most team comps do not have problems with taking towers or Baron. Taking them 1 or 2 seconds faster isn't that significant.
