kinda fit this too, not as bad as most of the champs you listed, but not really good guys either. Sort of chaotic neutral, but their swindling has definitely hurt people, regardless of whether TF or Graves meant to do so much harm.

They hurt more likely bad people (like Bilgewater sea dogs and Gangplank, Noxian rich person etc.). We never seen their killing innocent people.
They're no way bad guys in the same level with those guys. They don't deserve the being in list.
