Currently on the PBE in the Cunning Mastery Tree:

Tier 5

Intelligence: Your Cooldown Reduction** cap is increased by 1%/2%/3%/4%/5%**, gain 1%/2%/3%/4%/5% Cooldown Reduction.

So yes, 45% CDR will be possible.

It will be in Season 6. There's a mastery that gives you 1,2,3,4,5% CDR and brings up the cap by 1,2,3,4,5% CDR.

There was actually a Darkstalkers cartoon series. (American made, not anime.) Felicia was actually protecting a boy named Harry Grimoire while pretending to be his housecat.

I think there were both an anime and a cartoon. And OP's gif is from the Darkstalker anime OVA called Night Warriors: Darkstalkers' Revenge (1997).

Both the same thing, it's just that anime has a different art style that is commonly used in Japan (And is getting better with the new technology) And incomes the people who will be defending it like crazy die-hard fans. C'mon....don't...please ;-;
