This is a false choice. No matter what the second pick is, it's the same as the other option...
So... why are there two roles to select?

Just select fill all the time so you don't get autofilled!

I have no idea, man. I'm still trying to figure out why, myself.
They had it like that on the PBE, where it was just lane, jungle, or fill, and you only picked one.
It's for priority sake, if your first choice is lane fill seems kind of dumb yes, but if you don't care you don't have to pick one. If you are forced to pick lane or jungler when you want to fill it fucks other people who might actually care about which place you go.
