I've done this...never had him in the same lobby again, but I've waited just to be sure...sorry to hear that
I had this happen a couple days ago with a knucklehead who was a support Kayle that intentionally fed/insulted team/threw the match. I figured that I wait 10 minutes, cool off a little bit, then queue again. By the balls of a castrated yordle, he pops up on my team again, goes Garen, and pulls the same crap. Even blocked him, queued up another 10 minutes later, figured my luck would change, but NOPE! I informed the team of the player's shenanigans, then ate the dodge. I would get great joy out of facing against him, and warding the map, since he repeated his game patterns from the Kayle, to the Garen.
