Waste implies suboptimal use. Most cultures consider preventing premature death to be a fairly optimal use of most resources. Increasing general ease of transit has the bonus of general economic performance in addition to preventing the odd car from skidding out and crashing into your grandma as she walks across the street (assuming she doesn't slip and fall herself first).
