The stun lasts for 1.6 seconds.
So perfectly weaving E auto Q auto W auto would leave 0.1 seconds before E is up again, then the entire combo repeats. Even without max rank Q you can use W after the second E and then Q then a third E... So ignoring the 0.1 second gaps Taric can legitimately keep a single target stunned for as long as he has mana (assuming he can auto attack enough times, which I'm guessing is the bottleneck, does he ever get over 1.0 AS)... And that's not even considering his ultimate...
