What are these by the shop keeper?

I've never seen this item available in the shop before. Is it new? I know the red ones are health potions but I have never ever seen any blue ones before.

Those are probably just some misc. decoration, or the long forgotten blue mana potion. Of course, these aren't the same design as them (dark blue, much thinner) but still.
EDIT: I just remembered something, those look VERY similar to the Elixir of Brilliance from back in the good ol' days!
