After watching the NACCs, you really get the sense that bard is a high-difficulty pick that is potentially great for helping out non-mobile junglers (and extending the plays of mobile junglers) but very difficult to use as far as the ult. There seems to be a ton of troll bards that want to experiment with magical journey, or bards that don't know when to use his ult...very difficult solo queue to time that ult.

Funny, but I think Bard worked exactly as intended. The main reason he's useless is that his concept just doesn't fit with the logic of soloq where everyone mostly ignores everyone else and does their thing.
