I mean...Most places that just sell a variety of gift cards seem to have them, at least in NA. I've seen them at major pharmacies, almost all supermarkets or department stores, really they're just as common as almost anything else, except maybe Amazon cards. And Outback Steakhouse cards, for some reason.

I don't use them, I mean I have a credit card and I know how to use it, but I've certainly seen them everywhere.

....I say several, but I can only remember one off the top of my head.

Well no one really says where they are from when in match normally. So it's not that surprising that I've never found out if someone was from either NA or EU.

Heck for the longest time I had no idea that Japanese play league on the NA server. No one ever says where they are from.

Here's a pro tip for you: Buy other gift cards :)

Open up your client and go to the store, buy RP section. You'll notice that there's an option to use "SUBWAY Gift Cards", but if you look closely you'll see "& more". Click that option, then click the amount of RP you want to purchase. You can redeem multiple gift cards at once, so if you have 4 $5 gift cards you can exchange them for the $20 worth of RP, and get the bonus RP that a bigger purchase comes from.

Accepted gift cards:

Subway
CVS Pharmacy
Burger King
Shell (gas station)
Circle K (gas station)
Sports Authority
Dollar General

Additional pro tip: You can use Bing Rewards to earn Burger King gift cards. Using this method, you can get RP by using Bing.

If the businesses exist where you are you could try going to them and asking them if they sell gift cards. Chances are they'll say yes.

if the skin goes on sale within a week from when you bought it you can send in a support ticket and they will give you back the difference between the full cost and the sale cost
