The cast time on Annie's ultimate is too long

Her ultimate is so slow that by the time it comes out everyone has gotten out of the way. Decrease the cast time please.

Riot needs to code it so Tibbers appears before you even press the button!

When the enemy sees Annie, Tibbers should fall on them.
