Fizz Balance Idea
Fizz is a fish. He needs water. Nerf him so he can't leave the river => balanced.

Fizz gets lvl 18 off crabs and goes 35/0 off of jungler passing through, solos baron at 20 min

My balance sugestion is make Fizz wobble less during his E.
