I'd say that for the most part, that seems pretty accurate.

Yes. Riven is BROKEN like her sword and isn't as strong as she used to be.

she needs BUFFS

She's a feast or famine snowball champ, and they removed her level 2 kill potential. now you can for 1 for 1 at level 6 and say good bye to snowballing ever again. item 1029 got one of these? Riven is now useless

...yes? Isn't the whole point of her saying that is that she considers herself broken, in need of repair. Which is why she chose to go to exile, instead of going back to Noxus and causing some sort of insurrection. She also states that what is broken can be reforged, meaning she intends to become a better person some day.
