I mean, there are a lot of "melee carry" types of champions.

I mean he was intended to be in bot lane. He was supposed to take the place of the ranged ADC, and be the one with a support.

Unless those guys were also supposed to do that, in which case, Riot should have realized after that many attempts that it wasn't going to work.
