I think Nautilus will get the skin. Either Naut or Rumble.
I have a feeling 
might get it. She's basically season 3 elise syndrome, strong on release, strong throughout the season despite nerfs, and picked in proplay relentlessly. The only argument I could see being said to her not getting it would be the fact we got a victorious skin for a top laner last season .
