Cassiopeia will always have instant cooldown on her E because EVERYTHING IS POISON (Except Evelynn who is just going to kill you anyway, and who might pack the double smite just for the gromp buff!).

When it comes down to the teamfight phase, your only recourse is to stay in the river to avoid the shroompocalypse. Cass's ultimate is just too powerful and can turn around any fight you're committed to that isn't already going their way. Between Singed, Cass, and Twitch, you have some powerful options for split pushing even if they don't all pick teleport.

The only thing they're missing is a shared skin theme. Though if Singed got a bank robber skin where he had a bag of money on his back, and bandit teemo was a thing, cass would be the odd one out.
