I am sorry to ruin the joke, but those gifs are not hosted on Riot's servers and viewing them does not use their bandwidth. The boards just point viewers to the site where the image exists, like giphy.com in the case of your first image. The only way the gifs use more of Riot's bandwidth than transmitting plain text would is if their employees are browsing memes and games, which they love to do, so I guess your joke is halfway on point. lol

we use external image links on this board, which is much better than some other BBS where you need to upload attachment to put picture in a post.
