Alistar is a popular tournament champ since forever. There's monetary incentive for Riot to juice him with skins and have pros do free ads for them.

Try any champ that doesn't have either sex, edgelord, or tournament appeal. They get little to nothing.

To be fair ahri was only released in 2011 and alistar been in the game since 09 only a 2 year difference. Both champions had a new skin almost every year since release ahri didn't get one on 2014 ali didn't get one in 2013 so they are about even in my book.
