I found that a good tactic against a top lane Rengar is to farm away from the bush as soon as he goes to jump into it. Eventually he'll realize you're not going to get close enough for him to pounce and jump on a minion instead. From there just try and punish him everytime he pounces a minion, especially if you have a poke ability.
