This one thing makes Vlad useless top lane

Death. I mean seriously. It completely shuts down his HP regen anywhere from 10-70+ seconds. It feels like it gets worse the longer the game goes on. And death has this weird debuff that makes Vlad die easier and easier each time. His team mates too. Fucking broken shit. I notice it occasionally effects Yasuo too. But only when he is on my team. Possible gliche? Should I submit a bug report?
