for me it depends upon the predictions of the opponents or their reaction speed, both are valuable, both can be overcome but still doesn't make it any less hard to hit a champion that goes "here, no over here, i'm here now!"

This is such an issue. Having a dash means you get a super fast method of repositioning your champion but that's usually only "once per movement" and its effects is usually less than a second. Having 500+MS for let's say 4 seconds is like a 0 cooldown "dash" in which you can do in any direction and can change that direction whenever you want for 4 entire seconds.

I'd much rather try hit a Lux Q on Lucian or Ezreal than someone like Rammus or Volibear.

well, when she's meta or standard pick rate, her kit tends to be really annoying to deal with, given the free smite for objectives if she's been attacking it, repositioning and crowd control, even free vision XD

she's like Ashe, but toned up like crazy for combat..so she got nerfed hard
