As a top lane main, I can confirm this is how we see everyone south of us too.
level 3 toplaner outplays gank by enemy jungler and gets both jungle and top low. enemy top is way overextended and a free kill. friendly jungle just killed red/blue by top and has 3/4 hp. top asks for gank (it's a free kill). Jungle ignores. Top gets camped all game, is still ahead in cs, and is 2/4/0 while being ganked every 1.5 min or so by enemy jungle who only ganks top. Asks jungler for a gank for the 9th time. Jungler sits around farming top jungle. Waits for his toplaner to die 1v2 because he couldn't escape the cc chain of enemy top and red buff jungle but AGAIN nearly kills both enemies 1v2. Jungler goes in and gets a double kill and acts like he's helped his toplaner by finally ganking (too late - his laner is already dead) 16 min into game

The most recent baffling moment for me:
C'mon dude, I need a gank. This Brand is crapping on me.
I need to pressure bot for now, but play safe and I'll gank when I can.

I think thats how most players veiw the other lanes tbh, though the jungler probably gets more blame than the others :P Usually at least.

The problem in Bronze is that laners will back off and not initiate during a gank. The number of times my ganks are a 1v1 is sad. Then they flame you if you lose having expected them to help at all.
100% accurate..... until I get into gold then we get to have "fun"
