Tough call for me, but I'd have to say either Terumi or Azrael. The first is a Kefka-level evil bastard, while the second is Akuma on steroids. Between the two, though, I think I'll go with Terumi. Can't get over that AWESOME maniacal laugh.

Her charge system should make for interesting gameplay, and she's an interesting character.
