Well, that depends on HOW I want to scare them.

Do I want them beat up so they learn to not mess with me? Garen Udyr - These two would mess them up pretty bad, but would not kill them.

Do I want them dead? Darius Graves - They are simple people. They'd do the job and walk away.

Do I want to kill them to make an example? Jhin - Alone. Let him do his art.

Do I want them to go crazy to serve as an example? Urgot Nocturne - No sanity after seeing Urgot. If he, for some reason, found peace in his sleep, Noc would gladly turn the situation around.

Do I want them to go crazy and then die to serve as an example? Shaco & Shaco (hey, he has a clone, it's not cheating) - As he has proven in his interview, he likes to drive his victims insane (or suicidal) before killing them.

Do I just want to show off with who I can get on my side? Renekton Nasus - Two of the biggest champions that could actually walk through a city to someone's door. Bonus points for having two demi-gods who are working for me. Malph is the size of a mountain, Cho could eat said mountain as a snack.

Do I wish uppon them a terminal disease that involves abnormal celular growth? Yasuo Vayne

I would choose Annie and Brand.
