Yes. Aka a hemomancer. He sucks the life essence that exists within the blood, not the blood itself, and uses his own essence to attack with blood, which is why he has health costs (the more you know). He explains it in the journal of justice, saying every person's blood has a different taste. It's because people's essences differ. Tl;dr Vlad literally sucks the life out of his victims and uses his own to attack with blood.
