Yes, it's cancer and a issue because mord needs the item, but also it's a cancerous item

He needs it to survive, is overly reliant on it but in turn it hurts him almost as much as it helps him :9

In Morde's case, I assume that it weakens him, part of Morde's current balance state is cause of how necessary Rylai's is for him (and therefore he will simply always build it), and he suffers because of it.

Say he didn't need said item so much. Currently he builds it as his first item pretty much every game, because he can't really do anything in some matchups until he does get it. If Mord actually had a gap closer, or a better movement speed increase he could probably get away with building item 3078 item 3053 etc and doing what he is supposed to; destroy the early game. He is an early game champ that has to delay his powerspike by a whole item, which theoretically makes him not functioning as he is supposed to.

I've never had to. Some adcs (hey ezreal/kalista) become literally immune to morde as the game progresses. if he touches them, it's because they got caught by another champ and are probably already dead anyways. Other mobility counters include ashe, anivia, trundle pillar, etc. which can stop him from reaching his target...ever.
