Because another thing tanks do is protect their team. Shen has 2 forms of crowd control (one being a hard cc) and 2 forms of allied damage mitigation (taunt and dodge zone).

Combined the taunt and dodge zone create a situation where auto attack based enemies cannot harm your allies for quite a long time.
