Juggernauts are not Tanks. They typically build tanky but don't have the same hard CC, engage potential or defensive steroids of a tank.
Nautilus has a shield slow, grab, stun on passive and an ult knock up that can not be blocked. He can hard engage a lock down an entire team potentially but he can't 1v1 very well let alone 1v2 or higher.
Darius has short rang pull and a mediocre slow. He will build tanky and potentially do terrific damage but he has to rely on his team to get him in close or else he will be peeled and obliterated. He has no hard engage outside of flash.
People always make this QQ forum about Nasus as well. QQ nerf Nasus! A tank shouldn't be so tanky and do this much damage. Again not a bloody tank!
Nasus has one, albeit strong, targeted CC ability. So he can shut down one enemy's movement and AS. He does terrific damage with his infinite damage scaling Siphoning Strike while building tanky However, again, he has no hard engage and is extremely dependent on his team to get him inside to do his damage.
Juggernauts are slow plodding dealers of death and if you are stupid enough to engage in melee range with them and they are ahead and well farmed then you are going to die.
Tanks are iron giants who can close the distance and hold down the enemy so their team can clean up but deal arbitrary damage.
