Depends really; flash is good for jumping walls, dodging skillshots or re-positioning immediately, but ghost is better-suited for pursuit, retreating, and has a lower cooldown. A champ with decent mobilty/sustain might prefer ghost in order to close the distance or retreat better. Since if they flash away, your ghost will be up again before they get flash again.
