I just played a game as Bard where I was doing that in lane. My Miss Fortune ADC ally would take maybe 5 shots to get them down to half health even with Thunderlord's Decree. I on the other hand only needed two attacks (one empowered with a meep) and Thunderlord's to chunk them down to half. It was glorious, the enemy bot lane (Karma and Graves) was so terrified of me that I was able to zone them all the way back to their tower by dancing around behind their minion wave.
