Eh, the active is basically just a 4 second 20 or 50% damage reduction buff that boosts health scaling shields. Along with the 60% reduced user damage output, it just looks a lot stronger than it is. The passive is decently strong, but only in teamfights.

It's definitely not weak, but it probably isn't OP, either.
