Target clarification

For cards like Skewer and Chain lighting the card states to choose a target (within marked range) and then deal damage to it.

TARGET - is not specified to my knowledge, and i was wondering if it just means you may choose any space marked even if it is unoccupied.

(EDIT: worth clarifying that the cards do not say MUST or MAY so this is why i am confused.)

Friend had Scythe and then skewer, but didn't want to kill the minion so that he could skewer it. Was wondering if i missed something or there is a RIOT approved clarification for this rule. Thank you!

Target means something that can be hurt by your attack... so minions always count, as does the boss. Sometimes the crystals count. Other mechs (and the bomb) count if you have a damaged targeting computer.

If you can kill with an attack, you must. In the example you give, the scythe would have taken out the minion before your friend could skewer it.
