Leona and Taric were hit hard by the targon's nerf. Without health regen, they have a severe problem as the only supports who can't poke from range. They can either not zone so as to not get poked until they go in (which both puts their ADC at a disadvantage and telegraphs the engage) or spend most of laning below half health from the ranged poke off the opposing support. Both of them need to have health regen in order to compete in lane.
Sir ArmaMalum2 votesI agree health regen is very important on Taric and Leona, unfortunately Leona having both Targon's (and Doran's shield as well) made her very very strong with the sustain and her absurdly good all in. I'm afraid the Targon regen nerf was aimed largely at her. Taric however has his own heal, so try out Ancient coin on him and you may find the extra mana regen helping more than you think! gl!
Void22581 votesOn Taric, while the increased regen is helpful for allowing him to cast it, the heal amount is not that significant. Even with a coin, using it to try to replace the regen from the old targon will rapidly deplete your mana pool, removing your stun threat.
Also neither of them can really poke anymore without the regen. They used to be able to take shots by walking into the other bush as opening presented. Now they take too much damage walking back and forth to do so. It's pretty much guaranteed that they will be low health while the opposing support will be at or near full.

Void22581 votesI'm not saying Leona is trash now. I am saying her play pattern was hurt badly. She now HAS to engage really early in laning so she has the health to do so without giving away first blood. Because she is the only support who has to close to melee (thresh pulls and then knocks right back), if she is too low on health she is essentially useless. The lack of regen creates an unpleasant pattern for her where she is almost forced to engage as soon as she has lvl 2 no matter what or else surrender the lane.
