@Riot Cassiopeia QoL buff

I'd like to see a QoL buff for Cassiopeia, specifically when she Twin Fangs a poisoned target i'd like the CD reset check to happen when your ability is cast, not when Twin Fangs lands. I ask this because it is far too common and far too unfair/frustrating for the poison to wear off or the enemy to die while Twin Fangs is still in flight thus resulting in the cooldown not reseting.

To be clear i'm not asking for the 0.5second CD reset to happen at the beginning, that should still happen when it lands but the check to see if the spell will reset should happen when the spell is cast to stop these common and annoying occurrences of Twin Fangs going on cooldown when the target was poisoned at the start of the cast but when the spell reaches the poison wore off or the target died.

I'd also like to end on some wise words recently spoken. Fight the enemy, not the game. ;)
