By the time you get Essence Reaver, you really don't care about mana anymore.

Atleast if you're playing your champion right. This is especially the case for champions who would want to buy it.

The more they level up the less mana is an issue unless you're Anivia or Swain.

Therefore, what purpose does Essence Reaver really serve? I can't think of any champion who'd care about the mana regenerating passive by the time they get the gold to buy it.

The only champion who really would worry about their mana going down is Swain and Anivia, two AP champions.

Ashe would definitely not mind this item for extended skirmishes/fights. Also you could use this in conjunction with the manamune to run a burst and charge setup.

Kog'Maw goes OOM pretty quickly if he's spamming his ult.

There are several AD casters that would benefit from it... "using him right" doesn't mean anything. To me this item is the difference between using mana conservatively so you don't run out, or using your abilities to their maximum effectiveness. Using it conservatively makes you lose out on potential damage or CC that you could have used just by buying the item or a item 3070 . The reason most casters do not want to buy a tear though is because of how long it takes to ramp up (it is pretty useless until you get item 3042 ).

Will it help Maokai though?

I think a procedure similar to the one of 'Maw of Malmortius' would be effective here.
(I'm saying this even though I dislike items that only build into one other item)
Something similar to ...
####item 1037 + 385 Gold = Arcane Blade (1260 Gold)

+35 Attack Damage
UNIQUE Passive - Essence Theft : You gain 2% of the damage dealt by basic attacks as Mana.

I sometimes have quite a bit of mana trouble on Kayle. Now, I'm not saying this would be a must-have for Kayle, but it definitely looks worth giving it a try. Also, I haven't played Corki in quite a while, but I recall him using up tons of mana. I imagine some people who enjoy focusing on banana throwing might be interested in this item as well.

Ashe can get it. I mean it allows her to have her Q on all the time :D

Nasus What about Nasus? I don't think anyone has mentioned him yet. I find even mid/late game I am restricted in using my abilities. However with essence reaver, I don't have to worry about using my q, I can just pester my enemies as much as I want. In fact late game using your q gives you bonus mana since the mana cost does not increase when u build your q stacks. So you can spam your abilities pestering the enemies as much as possible without a thought of your mana running out, also when your in mid game the cool-down reduction can help u build your q and there is no harm having more damage and lifesteal.
