URF permanence solution: Ban rotations

In order to allow for smoothness and difference in the bans and general gameplay of a permanent URF mode, I suggest that an URF mode weekly ban rotation is put into place to allow diversity in the mode.

This way, people can relieve themselves of having to ban certain characters all the time, as well as allowing OP champions to thread their way in for enjoyment.
