[Item Rework] Frozen Mallet / Entropy

We all know that now Frozen Mallet is in an awkward spot - high price and bad buildpath, but very powerfull passive. The problem is that permaslow is pretty toxic mechanic, where landing one basic attack can be a dead sentence. My ideas revolve around requests from players to have another item build from Phage besides Trinity, while making "big sticking item".

Version 1. Current Entropy is removed. Frozen Mallet name is removed.

New Entropy:

Phage + Giant's Belt + 575g = 2900g

30 AD; 700 HP

Passive - Rage: Basic attacks grant 30 movement speed for 2 seconds on hit. Minion, monster, and champion kills grant 90 movement speed for 2 seconds. The movement speed bonus is halved for ranged champions.

So it is just basically "mature version" of Phage - more everything. Or from the other side - cheaper Frozen Mallet with slow repleaced with better Rage passive.

Version 2. Current Entropy is removed.

New Frozen Mallet:

Phage + Giant's Belt + 675g = 3000g

30 AD; 700 HP

Passive - Rage: Basic attacks grant 20 movement speed for 2 seconds on hit. Minion, monster, and champion kills grant 60 movement speed for 2 seconds. The movement speed bonus is halved for ranged champions.

Active - Icy: Your next basic attack is empowered with true ice, dealing additional 20% of your AD as true damage and slowing target by 30% for 2 seconds. 30 second CD.

Non-empowered Rage passive, but gains an active that is just melee range Cutlass active. It gives both some sustained stickiness and additional CC, but now gated by cooldown.

I would appreciate any contructive feedback, and there is a poll for ones that aren't bothered enough/doesn't have time to write ;)

Uhm, uhm wait ... I can do this ... uh ... a Rioter said that giving Frozen Mallet the Phage passive and an active wouldn't be so good ... because it would only give Bruisers that can stick to their targets an additional way to be OP while Bruiser's that can't would be like "aww man, dis is a sucky champ" and stuff. The current Frozen Mallet is good in that sense, because it doesn't have that problem (as much), but it's still not good as it fulfills no purpose in-game ... sooo they are considering making an item that grants you the Vayne passive and bonus movement speed when you are damaged or so ... (against kiting) ... (did I get it right?)
And to your first suggestion : I wouldn't waste an additional 2900 gold to get 10 more movement speed on my rage passive after I've already bought Trinity. Randuim's is much better in that case.

See, the problem I'm seeing with the Phage passive versus the current FM passive is that if you're chasing, your enemy is trying to get to safety. Sure, both work to keep you close to them, but the FM passive works to keep them from safety longer. In my opinion, version 1 is actually a slight nerf. The problem I have with version 2, though, is that it provides too much stickiness. Frozen Mallet provided plenty of stickiness, but having a shorter duration slow, combined with a MS buff, means the enemy pretty much cannot get away from you for 2 seconds, and then will still have problems even after. It's interesting, but I think it's too much.

I would much rather see it as a melee only weapon, with higher damage, and an armor granting active. You could even have the theme of constant attacking come into play by saying something like

Unique Passive-Icy Buildup: Basic attacks increase your armor by 5 for 5 seconds (stacks up to 5 times), and reduces your enemy's movement speed by 10% for 1 second (stacks up to 5 times).
