[Bug] Akali's Essence of Shadows stacks reset to 3 upon revival

Edit: Actually, it affects some ammo based skills. Corki has this. This needs a fix asap. Teemo has already been fixed.

Zyra gets max charges on W upon death instantly, not revive.

When Akali dies using x amount of ult charges, and then revives, she will always have 3 charges on her ult, even though she didn't wait for the cooldown for the rest of the charges left. Is this intended? Looks like a bug to me, because you expect when Akali uses all of her dashes up, each charge has to finish its cooldown before it is ready, up to a max of 3.

All other ultimates are like this, when you use them, they go on a cooldown timer, even when you die, it continues to cooldown normally through death timer.

For Akali, she can use up all her charges, die, and get max charges upon revival, totally invalidating the cooldown of the ultimate.

You would expect that each charge left has to cooldown normally, even through death timer, and when she revives, if there are any charges left to cooldown, then it will cooldown normally. Just like any other spell.

How to replicate:- Start a custom. Hit 6, use all charges up, die. On revive, max ult stacks.
