Why is it when making balance changes

Where lets say one champ is at a 5/5 and the next is rated at a 4/5

Why do we see that 5/5 get nerfed down to a 4/5 and then the 4/5 buffed to 5/5?

I guess what i'm asking is why does the balance term buff champions that are already getting indirectly buffed when their competition gets nerfed?

No game with variety will ever be perfectly balanced. Riot notices that one champion is stronger than the others by a lot, and they adjust to bring the power level more equal, but not perfect. as a result of that change, some other champion becomes more powerful than the first 2, and it repeats.

League is a living game. Part of the problem is the literal impossibility to foresee interactions such as what you describe (this is all conjecture, but it's been the problem for balance in other games.)

Example: if Riot perceives one champion as a 6/5, and another 4/5, and try to tweak it to 5/5 for both, slight changes can change the situation way out of proportion. And there are many ways that a champion CAN be changed. Its not that riot doesn't want a balanced game, its that, unless they flat stop releasing new content and only update the old, they just wont get there. So they do the best they can, and give us a fun game to play.
