True damage

The latest patch made a few champions who were able to previously increase the true damage, unable to do so now.
A quote from the patch notes:
"Damage amplification abilities no longer work on true damage
Abilities affected:
Poppy (Diplomatic Immunity)
Swain (Torment)
Talon (Cutthroat) "

So these champions can no longer increase the damage of true damage, right? True damage was never supposed to be changed in any particular way - decreased or increased.
Interestingly enough, the new changes to Ahri contradict that. Her Charm increases the true damage portion of her Q.

Why is she able to increase the true damage which is never supposed to be increased or reduced?

It's not that it couldn't be ever increased or decreases. Their abilities still scale. True Damage is just unaffected by damage reduction abilities, Armor, and Magic resist.

What this really means is that these abilities no longer increase the damage of the summoner spell Ignite.

Ahri was (and is) specifically designed as an Assassin, and is highly dependent on her Orb for a lot of her damage output (especially when she's playing mid lane, she needs a strong poke.) She doesn't have the survivability of Poppy, Swain's Slow/Immobilize effects, or Talon's Teleport/Invisibility (Although her Ult is three Dashes, it's on a fairly long cooldown.) so she needs her Orb to be as powerful as possible (since it's also her main spell, every Ahri player will agree she'd be pretty much screwed if she didn't have her Orb.)

With this in mind as she was conceived, her Charm was altered to increase the damage of her Orb (assuming both landed of course) including the True Damage (which also scales off of Ability Power.) HOWEVER, it does NOT scale ALL True Damage (Note it only increases the Orb of Deception's True Damage specifically, Lizard Buff and Ignite will NOT have increased damage.)

Like Ser Doza said, this small change was made to prevent Swain, Talon and Poppy from having unintended damage increases that were both unbalanced and almost forced you to take Ignite due to the glitch... (I mean sure, we take them ANYWAY, but this glitch made other spells almost inviable just because their damage increases combined with ignite are insanely overpowered.)

As far as I know, it wasn't intended for the listed champions to get external damage boosted as well.

Ahri's true damage on her Q is a part of her kit. The other chars don't do true damage on any abilities.
