Pre-20 Surrendering?

I'd like to start by saying that I'm completely against this idea in ranked with the exemption of rage quits. But I Know we've all had terrible games where somebody ends up ragequitting within the first 5 minutes of the game. I would really love to see the surrender option become available before the 20 mark.Obviously even some games that are 4v5 still have a lot of hope, but when your team is doing poorly and it's become a 3v5 12 minutes in, every single person in that game doesn't want to play it anymore.. why not allow the surrender vote if people have left the game? I mean, when they leave saying "Fuck these idiots, I'm done" we kinda know he's not coming back..
