The general view is that he is worse, but i think he is better since you can get way more Q farm.

Well they made it so when you use your E which is your stun, it takes .5 seconds to appear and enemies have time to react instead of instantly getting stunned. So no it didn't make him better. Veigar

Veigar is still good even after his changes.

He is playable, but I wouldn't say good. He may be the weakest mage in the game. It's either him or Fiddle right now. He could really use a small buff to make him more viable.

But i mean with the decrease of AD mids being played Zed/Yas/Jayce. Veigar has really strong matchups agenst almost all ap caster mids in the current meta. His cage is really gimp right now but being able to hit R and get a kill and it being that easy is just so powerful.
