When is the drop off in players when Good URF is around?

So riot wont bring back the good urf because of the drop off in players, My question is when does this occur? is it during the event? After its gone? From what i can find riot only mentions that there is a drop but no timeframe

If its after riot pulls the plug then it should become a permanent gamemode.
