What besides luck determines who gets first pick in league?

im just curious if there's something that determines who gets first pick or if its completely at random, because literally 90% of the games i play im first pick and just get counter picked, and this has been consistent for this entire year of league. just kinda sucks when you cant play what you want to play ever because you have to worry about counter picks, and picking blind before any of the enemy team chooses a champ is also pretty shitty..

There's actually a hidden id number on everybody's account.

In the lobby, whoever has the higher number gets placed. This is why if you queue as 5 with the same people, everybody will get the exact pick order each game.
